TLDR: How do routing protocols like OSPF and RIP use the network layer if they themselves are required for the routing of the network layer?

I have a router that uses a SIM card for connectivity, and I create a socket connection. After the connection is disrupted, when I attempt to send a packet from the server using the previously established socket, the router responds with a RST (reset) packet.
