With unlimited budget, I'd lease an MPLS line between the nearest PoPs, as well as local loops, and enjoy line rate speed. Lease IP Transit services from Hurricane and the like; I'd still need colo servers at the PoPs to at least roll out VPN, and hire a network engineer to configure it all.
