What's the expected transmit speed on a 1000baseT connection when receiving at full speed?

I thought that the speed of transmit on a 1000baseT or 10GbaseT was unaffected by receive traffic (and visa versa), but I'm finding that a file copy going from-local-to-remote is getting slowed down as soon as I start a from-remote-to-local copy. This was affecting us on partition-to-partition transfers on a fileserver, but even seems to be true using a peer-to-peer connection between two Mac Studio M2 Ultra systems, with no switch or anything in between.

I have a door access panel that is powered by POE. Been working for 5 years, and all of a sudden yesterday the poe stopped working. The access panel is a zkteco atlas. The switch is a unifi US 16 POE 150W. I verified by plugging the device into the wall. It powers up and gets an IP. My assumption is the cable is fine since networking is good, and I tested it with a scout pro, all is good with the cable.
