Why are some IP frames bonded / Larger-than-MTU / un-fragmented when downloading from a server? [closed]

I am having a weird situation where I have a device that can't accept larger-than-ethernet-frames. But, I am seeing frames that are coming in that are too large, so TCP has to back off and slow everything down. I've checked every edge I can, all edges of my network have an MTU of 1500. I tried setting my device's MTU to 1440 just to see if that was related, but, indeed, packets still come through bonded.

Im using a Raspberry Pi running DonkeyCar, operating on public Wi-Fi with multiple APs. When the Pi moves between APs, the connection drops briefly, disrupting real-time video feed, control and telemetry. Idea: Use two WLAN interfaces (onboard + USB) and configure network bonding (active-backup mode): wlan0 handles the current connection. wlan1 scans for better APs and takes over when needed.
