What's the expected transmit speed on a 1000baseT connection when receiving at full speed?

I thought that the speed of transmit on a 1000baseT or 10GbaseT was unaffected by receive traffic (and visa versa), but I'm finding that a file copy going from-local-to-remote is getting slowed down as soon as I start a from-remote-to-local copy. This was affecting us on partition-to-partition transfers on a fileserver, but even seems to be true using a peer-to-peer connection between two Mac Studio M2 Ultra systems, with no switch or anything in between.

I have tried using free tools on WSL Ubuntu (iw, wavemon) etc. But they don't have access to my NIC so they don't work. Error: "nl80211 not found." I have tried free third party applications like NetSpot, but the values seem to only be available if you pay. When going into their Inspector Mode, contrary to this article, the columns referenced are not available.
